Stronger? I would say Bass is probably stronger.

Most powerful who would win in a fight based on skill, speed, agility, experience, etc..., I would go with MegaMan

its logical to take out rush first, because now Megaman no longer has his support unit, along with the rush adapter if he still had that...

but if your right it shows that omega thinks more strategicaly than any of his predcessors, which could proove a problem, as megaman's advantage has always been in experience and intelegence.

Omega took Rush out first so that Megaman couldn't merge with him (if he still has that capability), because a support unit like Rush could concievably be carrying power-ups for Mega Man (like E-tanks, and the like), and because Rush could be taken out in one blow.
