Actually it probably is since Zero was the LAST robotic creation Wily ever made. Not to mention Zero would easily wipe out Bass and Megaman, possibly both at once.

if it is zero then they have a 1 in 100 chance still since zero needs bass's basnium power core to be fully operational granted it's not much hope but it's better then nothing

bass uses a rare element called bassnuim of which the only known supply is in bass, zero doesn't need the whole core just the bassnuim which can provide near limitless power, bass has an earlier prototype while zero has a perfected version
